Energy efficiency incentives
The City of Lugano recognizes and supports the citizens' efforts in terms of energy savings and the use of renewable energy in buildings. Therefore, the City has decided to allocate an annual contribution for financial incentives aimed at improving energy efficiency.
Incentives from the FER-Fondo energie rinnovabili (Renewable energy fund) established by the Canton of Ticino can be requested for:
- CECE® and CECE® plus certifications and energy analyses
- basic energy retrofitting of existing buildings
- energy retrofitting with CECE® bonus
- energy retrofitting with one of the MINERGIE® certifications
- construction of a new building with one of the MINERGIE® certifications
These incentives allow for the processing of certifications and energy analyses for 100 buildings per year, divided into approximately 75 CECE® and 25 CECE® PLUS. Thanks to these energy analyses, building owners can start targeted retrofitting projects that lead to energy savings and, consequently, to reduced consumption and CO2 emissions. Additionally, 15 new buildings and 15 retrofits of existing buildings can be incentivized each year with a MINERGIE® certification, as well as 20 existing buildings per year that already benefit from a cantonal incentive.

How to apply for incentives
Preliminary request
To apply for one or more incentives, complete and submit Form No. 1 "Richiesta preliminare" before starting the work and before making any purchases or orders.
Payment request
After receiving the preliminary approval for an incentive, complete and submit Form No. 2 "Richiesta di versamento". This form is used to request the payment of a single incentive (for two or more incentives, two or more forms must be submitted). The form must be submitted at the end of the work, no later than 6 months after the publication of the CECE report or upon the finalization of the payment decision issued by the relevant cantonal and/or federal authority.
