Having a clear vision of what can be done in terms of energy consumption and savings is essential. Lugano has therefore decided to begin work on the PECo-Piano energetico comunale (Municipal Energy Plan), which, by “capturing” the City’s situation, will provide an analysis of consumption and CO₂ emissions, as well as guidelines and measures to direct Lugano’s energy policy in the coming years.
Following a public competition, the mandate for the development of the PECo was awarded by the City Council to a consortium made up of specialized firms.
Work in progress
To prepare a plan aimed at promoting sustainable energy supply, several studies are underway:
- an assessment of energy consumption and CO₂ emissions in the City area
- targets for reducing consumption and CO₂ emissions, as well as objectives for renewable energy production
- mapping of areas suitable for exploiting different locally available renewable energy sources
- priorities for supply and use of each energy carrier present in the City area
- mapping of priority supply zones for renewable energy exploitation and the construction of district heating networks
- an action plan with concrete measures, also covering City-owned buildings and infrastructure and urban planning standards; accompanying measures (incentives, information, etc.) to achieve consumption and emission reduction targets and increase the use of renewable energy
Measures of the action plan
For each measure of the action plan, the following must be established:
- priorities and implementation timelines
- direct impact on reducing consumption and emissions or increasing renewable energy use
- cost estimates for implementation and evaluation of effects/benefits
- responsibilities and implementation process
- potential conflicts concerning territorial and landscape impacts
- incentives and financing opportunities
- reference to measures in the current Energy City catalog
- representative monitoring indicators and survey frequency
