Development guidelines

In 2014, the City Council initiated a process to reorganize the Administration into seven departments under the PNA-Progetto Nuova Amministrazione (New Administration Project). The following year, the document Lugano Orizzonte 2025 (Lugano Horizon 2025) was published. The Development Guidelines (Linee di sviluppo) update the reflections conducted in 2015 and guide the City's activities until 2030, providing targeted directions to steer the work, which is reviewed at regular intervals.

Strategic objectives

The City Council has transparently defined the strategic objectives for the period 2018–2030, based on two framework conditions:

  • maintaining Lugano's financial balance
  • an efficient and digitalized Administration

And six areas of action to ensure that Lugano becomes:

  • a city hub between the North and South of the Alps
  • a model city of Digital Innovation
  • a city focused on the environment and urban quality
  • a city of districts and constellations
  • a city that promotes knowledge and culture
  • a city that supports the interests of individuals and communities

The strategic objectives do not cover all the activities that the City must undertake but indicate the priorities that have been identified. They also form the foundation for goal-oriented management introduced through the revision of the ROD-Regolamento organico dei dipendenti (Regulation on staff organization) of the City of Lugano. The financial plan, investment plan, budgets, and development guidelines must therefore align with one another. 2021 update

In autumn 2021, the City Council revised and recalibrated the Development guidelines up to 2028, based on renewed strategic objectives, to ensure optimal work planning for the City. 2024 update

At the end of the 2021–2024 legislature, the outgoing City Council approved a further update of the Development guidelines. Sustainability report
