Con-i-cittadini

The City of Lugano aims to actively involve citizens in the development of new planning instruments and, in particular, in the revisions of the zoning plans (Piani regolatori). An initial engagement took place on a small scale for the revision of the Aldesago – Brè zoning plan. The engagement process accompanies the technical planning procedure, fostering an exchange of information between authorities and citizens.

In particular, Con-i-cittadini focuses on:

• proposing stimuli for reflection and gathering ideas
• promoting an exchange of perspectives related to local land management and development
• informing citizens and stakeholders about topics related to zoning plan revisions
• collecting citizens’ perspectives through surveys or other tools

Involvement and planning procedure: two distinct moments

The ideas generated during the engagement process do not replace the planning work that is set within a defined legal framework. The involvement of the population brings forth ideas that contribute to the development of planning instruments or territorial policies. The planning procedure is enhanced, but the balancing of interests, completed by evaluating technical, financial, or legal feasibility, remains the responsibility of the City Council.

The dialogue allows for a more in-depth exchange of information: the City gathers requirements and useful information and informs the population comprehensively; citizens and interest groups can present their needs while also gaining a better understanding of existing alternatives and constraints.
