Urban Planning Commission
The Urban Planning Commission of Lugano is a consultative body established by the City Council in 2022 with a specific ordinance. The Commission provides opinions to the Municipality on a variety of issues related to planning and construction. These include public and private building projects, road projects, as well as planning and urban studies. The main purpose of the Commission is to contribute to the quality of urban, architectural, and landscape development of Lugano, in compliance with the regulations established by the City and according to international best practices.

Competencies and Decision Criteria
The Commission meets regularly to examine planning and urban projects and documents. Its evaluation is based on specific criteria such as the urban, architectural, and landscape quality of the projects, taking into account municipal and cantonal guidelines.
As a rule, the Commission analyzes only projects and documents that concern the buildable area of the city. After consulting neighboring municipalities, it can also examine projects and documents of inter-municipal interest.
Composition
The Commission is composed of seven members, of which three are internal and four are external. The internal members include by law the Municipal Head of the Dicastero Sviluppo Territoriale (Department of Territorial Development), the director of the Divisione Pianificazione, Ambiente e Energia, Mobilità (Division of Planning, Environment and Energy, Mobility), and the director of the Divisione Edilizia Privata (Division of Private Construction). The external members are appointed by the Municipality at the beginning of each legislature and must be recognized professionals in the fields of urban planning, architecture, and the protection of built and cultural heritage.
