The prevention of addiction concerns the entire population, but especially those who, by profession, are responsible for ensuring that certain phenomena do not arise or, at the very least, do not spread.

For this reason, in 1992, the City of Lugano established an Intermunicipal Commission with the aim of addressing the issue of drug addiction.

Since 2004, the Commission has expanded its scope to adopt a more comprehensive approach towards dependencies such as alcohol consumption, the use of drugs and/or medications, smoking, and new forms of addiction, such as pathological gambling.
