Zoning Plan

Sezioni (Sections): perimeter corresponding to the former municipalities before the mergers. The City is composed of 19 Sections (the Section of Lugano, Castagnola, and Brè is considered as one). They differ from Districts, which are based on another territorial composition, and total 21.

Piano regolatore (PR, Zoning plan): administrative tool that regulates the permissible use of the territory, establishes the public road network, areas designated for public purposes, and determines natural and landscape components to be protected. It generally consists of a Zoning Plan, a Traffic and Public Facilities and Buildings Plan, and a Landscape Plan. The PR is detailed through specific Implementation Regulations of the Zoning Plan (NAPR). As part of future revisions, PRs will be aligned with the Cantonal Law on Territorial Development (Lst) and will therefore consist of a Zoning Plan and an Urbanization Plan, complemented by a Building Regulation (formerly NAPR).

Norme di attuazione (NAPR, Implementation Regulations): the NAPR encompass the application rules of the Zoning Plan, defining what can be done and what must be protected in the territory. They establish, for instance, the maximum building heights, their density, and the permitted uses based on the territorial context. In the future, they will be replaced by a Building Regulation.

Piano particolareggiato (PP, Detailed Plan): represents a detailed design of the PR for a specific and particularly important area. A PP for historic cores is commonly present. It precisely defines the allowed volumes, their position, and the individual elements to be protected (facades, walls, open spaces, etc.).

Geoportale (Geoportal): a website that gathers territorial information in the form of maps. Thematic geodata, such as PRs, are uploaded to it.

Geodato (Geodata): territorial information defined with precise coordinates and representable on a mapping portal.
